Since tools are to support the test process, the logical sequence would appear to be to defi ne the process first and then select the tool: “structure before tool”. However, this is not entirely true. Some very useful tools (test management and record & playback in particular) set requirements as regards process, e.g. the way in which test cases are established. If the test manager makes no allowance for this, the tool cannot be (effi ciently) employed. It is therefore preferable to carry out process setup and tool selection more or less simultaneously.
